Yeah, it's weird verbiage because she isn't talking about the wall in that clip. So typical of you guys to take a headline at face value without trying to find the truth.
Pelosi often refers to GOP policies as "a luxury we can't afford". I'm not entirely sure I understand what she means by that. In this particular instance she is labelling Trump's temper tantrum and government shutdown as a "luxury we can't afford."
It is a weird phrase to use, and it still doesn't make sense, but she did NOT call the wall a luxury.
