If true, this would not be a surprise. Prosecutors work closely with police departments. The success of prosecutors depends upon the willingness of police to do their jobs well and preserve evidence.
Grand jury presentations regarding police action and prosecutions of police officers are more often intentionally botched by the prosecutors. Once the jury acquits, it's over.
