How about he uses some of that to pay off the debt for high performing teachers who still carry debt. They would still be required to pay it off just at a 0% interest. Show of good faith that I personally think could carry a ton of weight.
If Elon wants to spend his money on Olympic-sized pool filled with Vaseline, I could not care less. As long as he is being productive member of my society, I hope he is doing everything he can to live his life at the fullest. It's not my place to tell someone else how they should spend their money, and I sure as Hell don't want ANYONE telling me how to spend mine!
