I agree it doesn't much sense to target that group for vaccines. although I havent seen specific pushes for that pop, just the usual in general get your shot type push.

I think the "authorities" are employing a policy of greatly downplaying and minimizing and dismissing the concept of naturally gained immunity. For some reason to be determined.

IT makes perfect sense. The drug pushers Moderna, Phizer, JnJ, etc would sell fewer drugs. Got to get their profits higher. Buy an overpriced vaccine instead of medication that is less than $5 such as HCQ+zinc or Ivermectin. The so-called vaccine is NOT a vaccine (Vaccines protect a person from the illness it was created to protect.) Name one vaccine on the market that works as poorly as this one.

probably mostly because its more difficult to confirm/track. I know a lot of folks who never got tested and they just assume they had it. tracking a shot given is much easier than doing blood tests and tracking lab results. also is more of an incentive to get vaccinated which is strongly supported by data and greatly favors the benefit to risk ratio.
but yea previous infection should 100% be acceptable and is clearly a non-scientific approach.
