Probably the same reason it’s tough to get cases moving against people for sexual coercion when there’s also a relationship of some sort.
1) the relationship makes the coercion tougher to prove
2) the victims are usually on the edge of society and easy to either persuade not to testify or make look silly when testifying (we have people calling them camwhores which I suspect means people won’t take their testimony all that seriously)
3) they have enough money to get good legal representation

They're not charged with anything in the US. Do we really want state governments acting like an HOA with a national guard at their disposal? If a Democrat ever wins the governorship again, that means things like SWAT team raids on political opponents.
