I think the governor is spot on with the rest of his comments. Don't know why you're focusing and obsessing on only that.

Did they also elect Cornyn? Eye patch McCain? McConnell? It's a widespread problem because the Republican party funds these losers' campaigns and people mostly only pay attention when they are being flooded with ads during election season. Whoever has the most money for ads typically wins.
