good catch - but the grammatical interpretation, being that it was in an adjective clause trying to describe the things prohibited, it should be read as 'both things are on the list of things prohibited.
I see it as equivalent of saying "offices will be closed on Wednesday and Thursday" next week. That means both days are negative for entry. To say "Wed or Thurs" would be a quandary for the reader.
I think that - like our constitution - things should be taken as what the common understanding is of the grammitical structure used. = i.e. "what would any literate man off the street think it meant. If that is confusing then go back and say what you really mean in no uncertain terms."

Because “campaigners” lends itself to only those that are actually on the campaigning “team”.
Those folks you see out waving signs on Election Day are VOLUNTEERS. Not campaigners.
By getting volunteers that aren’t on the official pay role, campaigns are able to navigate the the legal wording and skirt the rules.
“That random person cooking bbq across the street from the voting site isn’t affiliated with us, that’s a random citizen”

Much like “we want felons to vote”, you’d think it would be a little bit embarrassing to admit that you need to bribe a substantial part of your base to convince them to get off their arse and vote.

Georgia has extensive early voting. Polls are open from 8am to 6 pm 7 days a week two weeks before the election.
Over 90% of people vote early.
There are not long lines because voters spread themselves out.
