Community hospitals usually ship out vent patients to larger facilities equipped for high acuity patients....how many vents do you have...1?
Also, who are you to get this email and why the hell would they send that out.

If you go on to read the article there are a few theories as to why this is the case. I live in Bavaria and I have a theory being as to why this is the case. It is a combination of factors from lifestyle, people are not stupid when it comes to following health guidelines in regards to this , and doctors here are reluctant to prescribe medication to fight minor stuff. Healthier lifestyle, stronger immune systems, and people who are not panicking here.

After having lived in Germany, I would say the following things.
The primary value of Germans as a whole is competency. No matter what their job is or role in society, they all strive to be competent sometimes at the expense of other values.
The medical staff I dealt with were always top notch but blunt. No beside manner at all.
And yes they follow orders. Order the only other value that might trump competency.
These are not the values of Italians or most Americans.
