Should they just do nothing and tell everyone to rebuild and good luck to them?

They should let people rebuild in these fire-hazard areas (especially based on how badly California manages their public land) if they can afford the propery insurance. Otherwise, public housing that would have to be rebuilt by the taxpayer should not be built there.
Same goes for for the coast around the Gulf of America and the Atlantic. If you want to have those great views and live in those areas where mother nature happens, then you got to be able to pay for the insurance.

If LA or CA government run a big housing project, it'll probably end up like the CA High Speed Rail Project that's gonna cost >3 times more than originally projected and >12-13 years behind schedule.
