I'm old, fat and within ten years of retirement. I'm in my early '50's.

Are you still in Abita? If so, my wife and I are very close. I would love to talk to you over a beer or iced tea or whatever sometime.

I would enjoy a conversation about overseas military bases and infrastructure to hear your perspective and for you to hear mine, but not tonight on this board Ha Ha. We can figure something out about an email or contact info if interested.

Friedbrie, the problem is ideal vs reality.

The reality is that the largesse and cronyism is entrenched, and I know exactly what you speak of when you say

I'm 100% sure that budgets can be streamlined and cleaned up immensely. I'm over 99% sure that doing so can cause a lot of short-term grief in that area, until they get the new schemes in place from top to bottom. And with something as vital as defense, that's a VERY risky proposition. It's part of the reason defense is so lucrative for everyone, it's the one area where you can't afford to take a step back, even for a short period.

Man, I'd love to. Sounds like some interesting conversation, it'll give me a break from the honey-do's and being a dad. Perhaps the Brew Pub? Some Purple Haze and ice tea. Just need to figure out contact exchange in a confidential manner.

Purple Haze is a type of Abita beer. Pretty tasty. Abita beer makes quite a few good brews. If you're ever in the area I suggest the brewery tour. Quite interesting and some unique and off-market brews on tap.

I've heard of that kind of thing, and can believe it in certain rare cases.

What I CAN attest to in real life is this:

When I was a Firing Battery Commander of an M109A5 artillery unit, I had a budget for maintenance of said howitzers, ammo carriers, hummers, deuce and a half trucks, a five ton and an M578 recovery vehicle (a tracked tow truck with a crane ha ha); I and my First Sergeant, as well as both of my Platoon Sergeants, were sticklers for maintenance and taking care of all of our vehicles, and enforced standards mercilessly and efficiently. At the end of the quarter, we had a 99.5% OR (Operational Readiness) rate (which was the best OR rate in the entire III Corps Artillery at that time), and I still had nearly 100K surplus of unspent money. My Battalion Commander came and walked the motor pool with me and was pleased with how well our OR rate was; when he came to my office and saw the books (which he already knew beforehand), he ripped into me: He said, "Captain geaux88, you have this money left! You will either spend this money in the next three days for maintenance or I will take it from you and give it to somebody who will!" Needless to say, I got with my Battery and Battalion Motor Sergeant and we went on a spending spree of spare parts and such; it wasn't really needed at the time, but I had to spend the money. I can only say we spent the money as wisely as we could and had a ton of spare parts on hand afterwords that would not normally have been available, but to this day I still don't get it; why couldn't we have done something else with the surplus?

the moral of the story is:
there IS always some intent to cut back on spending, from some out-of-touch oversight group.

If you clearly demonstrate that you don't need that 100k, then there's every chance it won't be allocated in the next budget, when you might need it. In this viewpoint, it's always better to err on the excess side, and give yourself some leeway; rather than do a great job and find yourself underfunded next go round.

Again, ideal vs reality. Ideal- good job. Reality- too good a job, and your peers and/or replacement might not be able to match that. And maybe you had a lucky year with transmissions, with the next year being a potential bad one.

Bottom line is, the next budget would be presented to someone with little understanding of what MIGHT be required; they look at the last round of expenditures as a baseline for what SHOULD be required.

Oh, I get it now, believe me. I was a young battery commander at the time though. Everything you said is spot on.

.....and in the end, I did, after all, spend that money.
