In this case, it seems to be more than just about words. A picture of the black student was edited to include racial stuff and posted on snapchat. There were also harassing phone calls and possibly cyber crimes.
Connecticut is the only state with such a law and I don't think it would hold up if challenged. Only a $50 fine so most likely pay and forget.
