I did find out today that the Germans also wanted to stop fraud.

Its probably along the same modus operandi that Medicaid fraud is happening.
They submit bogus numbers, the fed pays their share, and they pocket it. Thats why no one got checks, there was no "no one".

It does make one wonder, without all this fraud, just how fricking overbudget are some of these states? We know some are listed as deeply in trouble like Cali, it sounds like they are 10s of billions worse than they are even announcing.
