I smell a federal civil rights suit as well as a state suit. If he was not pushing his sister's agenda in any way then it does not matter if he was at will. The mayor would have done better to say," I'm sorry, but we have to let you go" and leave it at that.

This is an interesting case, depending on state civil service laws. For instance, in Louisiana a classified state employee cannot voice public support for any candidate in any race - even if they are nowhere near the jurisdiction of the election. The idea here is for civil service employees to be more conscious of bringing a bias to their jobs, removing liability for the state if some employee uses their bias against a member of the citizenry (read: CYA for the State). Somehow, this trumps the employee's rights.
I don't know if this has ever been challenged in court (I can only guess that it has but failed), but considering the douchebaggery on display by the Mayor, I have a feeling it will wind up in court eventually.
