For what it’s worth, this Mueller statement was announced by the Justice Department. Lest anyone think this is him going rogue, in defiance of anyone or anything.

Conventional wisdom says that since Barr is Mueller's Boss, that he and Mueller talked prior to the announcement of the press conference. That Barr gave his blessing to speak. If Barr didn't like it he would shut it down> Also. it is at the DoJ and not The Capitol or other venue.
But, this is also Washington and anything goes, especially since Barr is in Alaska and Trump just got back from Japan
IMO, Barr and Mueller talked, Barr has told him he needs to speak to press and end the Russia Collusion/Obstruction debate with a statement ending all Spin. Barr/DECLASS hold all the cards, and if there was something definitive in the 2 years, it would have come out much earlier.
But this is Washington.....
