Do they give me money on realized losses?

It's contemplated in the legislation but you're still taxed before you are liquid.
Their current "Box 3" are also stupid frick--ee. You are basically taxed on a notional return determined by the government depending on asset class. You can prove your actual return was lower and adjust your tax bill but what a pain to the taxpayer. This has also created a big problem for their Finance department because they way overtaxed and now they are debating if they'll even pay back refunds with interest.

Sadly I do think 401k's and IRA balances will be taxed annually eventually. Bill Clinton floated the idea in the 90's. I assume at first our benevolent government will say "we will tax your 401k balance 1% every December 31st" then they will say we need more money and it will be 2% then 3% etc. Trillions are just sitting there waiting for our government to tax. They want access to it before mandatory withdrawal period.
That's what they said about income taxes so we know how that goes.

Years ago, John Edwards, Senator from NC proposed, “tax on accumulated wealth.”
Luckily it has not happened

Our government has obliged this in the past.

Land has the combo of property taxes AND capital gains (assuming a gain/sale)

This. They've been expanding roads, making them go from two lanes to four lanes close to me. The houses that were in the way of the endeavor were forced to sell. Talked with one of the people who were forced to sell. She only received $100k. Since cheapest available houses in this area are around $300k , she packed up and moved to middle of nowhere in anson. Bought an acre of land and two mobile homes.
That shite's not even the craziest thing. There's a 1br/1 bath house, it's not part of the road expansion, so "emergency measures" aren't being used to force a sell. But the house is next to a facility the city is planning to build. City wants that extra acre of land. House owner won't sell. So the house went from being valued at $95k to $700k. Home owner has been keeping up with the inflated property tax for 4 years. This past year, they upped the value to $1.1m in an attempt to passively make the home owner move. If she has the ability to keep paying these inflated taxes... I expect that little house to be "valued" at $3m within 5 years. That shite should be criminal.

Maybe, but if the pattern followed by the Bolsheviks in Russia is any indication we can expect a move towards confiscation of property. Communism always makes promises it doesn't intend to keep. Our pals in New York City are learning that right now.
In return for the support by the land-hungry peasantry, after the communist revolution in Russia, the Bolsheviks parceled out the land they "confiscated" from the wealthy landowners. But that arrangement eventually soured and the Bolsheviks began to tax these "new landowners" heavily. When the Nouveau riche (aka former land-hungry peasantry) complained and balked - the commies threw them in gulags........and confiscated their land.
This is pretty much the way the communist operate - promise promise promise, then gain power, line their pockets with $$, and screw the people.
There is a scene in the miniseries Chernobyl (HBO) where the nuclear physicist Ulana Khomyuk (played by Emily Watson) warns and attempts to convince a Communist Party leader to order an evacuation. The party leader refuses. Whereupon a frustrated Khomyuk blurts out, "I am a nuclear physicist. Before you held this office you worked in a shoe factory".
The party leader smiles and responds,"and now I am the man in charge". He then pours himself a glass of vodka, raises it up in salute and says,"to the workers of the world".
You wanna know what captures the fatal flaw of concentration of power at the top (aka communism)? This scene captures that perfectly.
Unfortunately, this is what I see happening with the democrat (aka communist) buffoons taking over.
Think! Think! Think! The buffoonery of evil begets evil.

Imagine being a white male liberal and voting for this. Couldn’t be me. But you might find guys like TigerDoc, Decatur, tboy, VOR, beaux Duke, and Harry Caray supporting similar measures.

I've watched the pattern of deceit by these communist disguised as socialist played out over decades. I even threw in my effort, albeit meager, to try to turn the culture around. The problem I ran into - God has been kicked out of the consideration of ideas in Main Street America today.
Ultimately many devestating disasters occur because of human error due to the lack of intelligence by people(s). The error is complicated by the rigid beauacracy of folks in key positions of leadership. For example: the disaster in Pacific Palisades happened because Karen Bass ordered the drainage of the Santa Ynez Reservoir - a vital water source and fire-protection resource for the community.. Bass left those people unprotected apparently not realizing the danger of fire those Santa Anna winds would cause. Like I said before - some democrats are both dumb as rocks and evil - the most dangerous of the bunch.
The Chernobyl disaster occurred because of a known defect in those RBMK-1000 reactors. Chernobyl was a disaster waiting to happen. As the disaster expanded the rigid top down bureaucracy of the communist system prevented the timely response to the developing disaster.
The danger with bureaucracy (either in Communism, Democracy or even a Constitutional Republic) is the same - the tendency to consolidate power at the highest level. Simply put - a top heavy bureaucracy becomes too big to manage.
But heaven help the guy who comes in and tries to reduce the bureaucracy.
President Trump is right about.......everything.
