any of the congressmen can refer it to the FBI for investigation. The FBI then provides info to the DOJ to prosecute or not

I could maybe see Sondland but why Volker? He seemed like the single smartest, most prepared witness so far.
If anything, Vindman and possibly Yovanavitch (sp?) seemed like the most likely to have perjured themselves.
Vindman said under oath he doesn't know who the whistleblower is which seems highly dubious at best.
Yovanavitch had a glaring inconsistency or two as well
As for Vindman knowing who the whistleblower is, there are ways that he could know several people who could be the whistleblower but not know which one filed the report.

The Dim smear campaign is using a somewhat effective strategy. They go first and guide the witnesses to give them the narratives and talking points for the Opposition Research Media to immediately broadcast to the American people. Later when the R's destroy the Dim strategy and prove the witnesses to be disgruntled career bureaucrats the DimMedia down plays that or doesn't cover it at all.
