There has to be existing research into this sad situation.
Start with some sociological publications. They already likely used the stats you want to review.

It's not limited to black men. Hence the increase among hispanics and whites.
When you subsidize something (in this case the ability to raise a child by yourself...and in fact gain more resources the more children you have) you get more of it.

Not as a rule. However, I think it's a subculture issue.
