Legal immigration from Muslim countries has dick to do with the US-Mexico border.
Any Muslims crossing that border illegally have no part in a discussion of immigration policy with Muslim countries. It's just standard illegal immigration policy, at that point.

That is the rub with the ISIS model.
No organization/cells and it's basically a DIY model for smaller scale terror incidents that don't require the planning/paper trail of a larger attack.
