It's a state law that properties be re-assessed every four years to bring properties to market value, which could be higher. Could be lower. It's all dependent on how hot your area is for development. A good rule of thumb is to ask how much you have your house insured for. People will have their house insured for $400,000 and want it assessed as valuing at $200,000.

There's several factors. Comparable sales are used, as are physical inspections and google earth data. A property could go down in value if an area becomes depressed and sales prices tank. That will show comparable sales as lower, and your value would decrease and your assessed value would decrease. Same thing can happen, but in reverse, if comparable sales of properties show a price increase.

I didn't say that they were "fine" or that I like them. What I DO like is having quality suburban schools to send my kids to (which is about 2/3 of my property tax bill), streets without potholes, and good Police and Fire services. I understood when I purchased my house that these things came at a cost. Nobody held a gun to my head in making the purchase. Now, when I retire I'll probably either move to my condo where the expenses are lower or buy rural land to live on.
