I don't think that he would. The welfare state and all of its societal effects has directly led to a huge amount of human suffering. Government does not act out of compassion and it is a joke that many people believe that the government welfare state is moral and compassionate.

It’s very clearly part of the debate, as someone has to decide what is and isn’t a justifiable abortion for the health of the mother, and people will have different opinions on that.

There were campaign commercials in NC dedicated to this kind of situation.
