They are literally claiming that the executive branch has no authority to audit the executive branch. Even if someone were tragically stupid enough to consider that as a valid argument there is still no accusation of lawbreaking.

Any program would likely need root access to read the data. But that would be for execution purposes only.
Writing new code into something would mean you would have to have read and understand what the existing code is doing. I would imagine it’s not simple code or programming so that part would be highly unlikely.
Nobody is stealing anything. They are exposing the wasteful criminal spending of US Taxpayers money.

Here is my hypothesis.
The team had months to prepare-- do you think they brought in only poindexters or included forensic accountants? If you understand GAAP / GASB, the accounting concepts and business functions are essentially the same as any other payment system once you are granted full access, read only or not. It's probably based on some COTS system, which are all conceptually the same. All of these federal systems were implemented by a big teams from a handful of consulting companies. If they wanted, Findng folks who implemented them is a no brainer.
They also came in with the President's mandate. I'm sure they horsecollared some folks and said "show me x..." or "I need you to pull y.."
And I guarantee you the system was also exhaustively documented. I'm not talking out of my butt here-- I implemented government ERP systems for 25 years. They didn't have to hack their way in. They knew the exact questions they wanted answered. Read-only is all they ever needed. I assume they handed off data to the poindexters after that.
This is accounting, not nuclear secrets.
