You're way off
There are MULTIPLE options the admin had to enact these tariffs.
The admin, for whatever reason, chose a statute that doesn't authorize statutes. Instead of admitting they were wrong (when it was clear they were wrong months ago), they did the egotistical-irrational move to fight this.
They could have solved this months ago by simply admitting their mistake and picking a better statute.
No new act of Congress necessary
No shifting of who regulates/oversees tariffs
No...whatever your werid lawyer argument is, either

He has an uncanny ability to take a loss and make it seem like a win (to his base, at least).
