What makes Hurd and Scott the foremost authority on spotting racism?

How are they the authority on deciding what is racist and what is not?

Will all future matters of determining what is racist, go through them first? Are they more qualified to speak on it than someone not in Congress? What is it, specifically, about those 2, that makes them experts?
