It shouldn't. If the files were turned into images (rasterized) than the blacked out areas would almost certainty not be visible. But if the actual PDF's were redacted and kept in PDF form than it is definitely possible. PDF works in layers. Those layers can be pulled apart potentially.
Curriculum Vitae: I worked in the printing business for over 40 years. Started totally photo based but helped start the electronic printing business that used PostScript that essentially become PDF.

Watch the same people who were bitching about them not releasing everything now pivot to saying they were amateurs by not "redacting things properly." It's hilarious.
