During the Iraqi war wasnt there actual video of the tomahawks flying below the skyline of Baghdad....ie, essentially going down the streets, just above telephone line height?

It's GPS guided and doesn't do any maneuvers outside of gaining altitude for the top down strike.

If it's traveling in cruise mode it'll be difficult because of just how low it is. Once it reaches the targeted area it'll be very easy to spot and track on radar. Hence why pre-positioning of radar sites and launch platforms is essential for defending against cruise missiles. The Pantsir is kind of similar to ESSM in that it's a point defense missile system.

In a BBC interview it was stated that 120 missles were fired, and that there was no word of any being intercepted. So even if Syria is telling the truth roughly 90% got thru.
That Russian air defense system isn't working too well. I'm sure Russia doesn't have their newest/best systems in Syria, but still only a 10% intercept rate is pretty embarrassing.
