He’s been maced, tackled, beaten, and now a shot has been fired at point blank range, and also agents have stepped back.
You say him then trying to get to his feet is reason to shoot him. I don’t think it is. A jury will probably get a chance to deliberate on that point.

Resisting arrest is always frowned upon. It often leads to the use of force to subdue.

That’s a very bad mistake if so. Depending on what else we find out, I’d say some agents should probably do time if that’s why they lit the guy up.
