They just need to loosen up restrictions within the confines of the prisons. Allow more product to flow through the doors by not doing as many searches. This will cause wars within to gain the upperhand.

They don't want to go back to prison, but they also don't want to stop committing crimes.

The problem with discussing the various punishments we dole out is that most criminals don't care. They expect to get away with their crime and not be punished at all. 10 years, 25 years, Death? Doesn't matter, I'm not going to Court in the first place.

People are sick of the excuses.

People are sick of people who have personal security and live behind walls pandering to people who coddle rapists, pedophiles and murderers.
