Guess what. If you are a reasonably healthy person and pay for insurance your premiums are being used to foot the bill for someone else with insurance who isn't so healthy. That's the way insurance works.
This bill doesn't change that.

Why, specifically, does this bill do that will cause him to lose the ability to purchase insurance? Not what you want to believe, but what is actually in it that will cause him to lose the ability to purchase health insurance because of one surgery? I'll patiently await your answer. I'm fine with that because I am choosing to do business with that insurance company and not being forced by the government.

It is exponentially worse.
Under Obamacare, preexisting conditions were guaranteed to receive coverage (because you should care about your fellow man. Everyone has a right to live right Pro-Lifer's?) This new bill will allow states to discriminate based on medical history.
Do you have a wife, daughter, mom, aunt, or sister?
Rape, postpartum depression, Cesarean sections, and surviving domestic violence are all now considered preexisting conditions. frick the women in your life.

I have Humana Gold and I still had a high co pay for my surgery. My health Care premiums are ridiculous. Ask any small business how Ocare is working out for them.

The bill allows states to apply for waivers for community rating of health insurance - the enforcement mechanism behind the PEC surcharge ban. The waiver process is fairly straightforward, with no real oversight and little chance said waiver would be denied.
Once a state applies for said waiver, insurers are free to charge you based on your past medical hx, rather than just your location and age as is currently the case.
Once insurers can charge you more for a PEC, they can price you out of the market (some estimates have hx of cancer with an additional $140k ANNUAL premium to have the same coverage).
Additionally, the EHB waiver process can allow states to declare things like hospitalizations, prescription drugs, and even outpatient visits as non-essential to care. This makes them uncovered by the lifetime cap provisions, so suddenly you can be kicked off of your insurance after $50k or $100k or $1M in hospital bills.
Finally, the way large employer group policies are set up allow them to choose any state they wish as the state whose regulations they follow regarding EHBs etc. Not a problem under the ACA, but under AHCA this means that the first state to implement these waivers (ND? SD? Delaware?) will see a number of employers declare them as their preferred choice, and screw their employees healthcare plans to save money.
Given that our little racist buddy just had surgery, she would fall squarely into the PEC category that insurers do not want to cover. Thus, losing the ability to purchase insurance.
