I understand some of the factors at play here, but I had no idea that the reduction was this drastic.

Of course. Surround each one of those cities.

NONE of the listed cities would I live in.
No sir. The "great white flight " has been happening for decades. Some move out of state, but many simply move out of the "city" to surrounding areas not yet infested with others whom they don't share the same values or "culture ".
So much to be said on this topic.

2) census data dividing whites between white-non hispanic and white hispanic

I suspect that the overwhelming majority of those changes are explained by Whites moving to the separately-incorporated suburbs.
For the entire metropolitan areas, the White:Black ratios have probably not changed much, but the Latino percentages have probably increased markedly.

Asians make up about 45% of the population of San Jose which has very low rate of gun violence. In Seattle, Asians are 18% to 20% of the population. The Seattle suburb of Bellevue, which used to be 97% white, is heavily Asian and Indian. Tech had been a game-changer in Seattle/Eastside demographics.

White flight isn’t hard to understand. Would you want your kids growing up in the inner cities filled with crime and shitty schools? Well to do black people don’t want to live in majority black areas.
