This IHT “failure” is supposed to make us think we got a win, and it’s just a distraction from the fact that they are quietly revising the IHR (International Health Regulations) in the background - these will be just as bad (if not worse) than the IHT would have been.

Right, right. The Mafia Commission never existed because the families sometimes fought among themselves.
