They don't arrest every violation. They don't have the resources to arrest anyone that steps on the driveway... which they legally could. Lots of paperwork and building a case. So they only arrest the worst offenders.
Most of the protesters are not breaking the law. So they are legally in the clear.
Local law enforcement are the ones that are tasked with dealing with these issues. But they refuse to even show up when people are being assaulted.
If you are I would to walk do there and simply break out a phone to film something you would at the very least be harassed and there have been a number of assaults.

see my post above. bull connor used hoses, clubs and dogs(albeit he used these on blacks as he was anti-civil rights unfortunately) but you get the point of the force that will be needed soon against these commies.
