I think they know that he has dementia and are limiting his stimulation accordingly. The symptoms worsen with fatigue.

Biden is going to come out swinging at Trump. Accusing him of incompetence, malfeasance, etc.....
Chris Wallace will let this happen for a while - kind of a free for all. His hard questions for Biden will come later, after some of America, has left the broadcast. Trump will get the better of Biden by a mile, but it will be in the last portion of the night.
Trump will win easily, but the MSM will gush over Biden “pushed Trump around and caught him off guard “. Not the case, but they will spin it that way.
Because there will not be another debate. Biden will be a no show for “pick a reason” for any future planned debates.
The dems can’t afford the risk of exposing Joe for any length of time.

If the Dems set Biden up for that line of attack, then they have to be anticipating the counter-attack.
