I took from it a completely different take. The article isn't saying that it's not fair that it has taken decades for a President to pay attention to HBCU's. It's saying that it is not fair that after decades of so called democrat support, after having a black president for 8 years, that the one person that is poised to help enact significant change and offer serious support is one Donald J Trump. Basically it's not fair that we have to make a deal with the devil to get the help we need.

Don't get me on a soapbox about this very topic. Good Lord Louisiana wastes so much money on education for this very reason. Insanity.

The entire argument from the article is just retarded. Politicians and other leaders giving them lip service for decades and the author bemoans the fact that someone he perceives as an enemy is actually serious about helping. Maybe it's time to reexamine who are your friends and who are your enemies.

I was an adjunct instructor at an HBCU, so here's my take.
HBCUs typically have lower enrollment standards. If you are a black kid with a 16 ACT and 2.2 GPA, most white schools will toss your application in the trash. It would give these kids an opportunity to get a degree they otherwise wouldn't get. (And yes, those are not atypical qualifications for students getting admitted to HBCUs).
Now of course, we can argue that the kid shouldn't be going to college with those numbers (I tend to agree). Also, some of the students would get torn to pieces at schools like LSU. For those students to succeed, they often need more focused instruction/interaction. The student faculty-ratio tends to be lower at HBCU's, which is beneficial for the students.
As far as the racist standard, I see your point. However, HBCU's do not restrict other races from enrolling. Also, they were all founded during an era where those students were not allowed at white schools.
