Exactly. The negotiations are a publicity thing that has to be played out so we can say "See we tried."
There has never been a better time than now to collapse the IRGC and the Mullahs in Iran. If it is not done now, it may be another 47 years before it is possible to do so again. They are at their weakest they have ever been since the conclusion the 12 day war and the bombing of Fordow.
Getting rid of the current regime accomplishes a lot of goals:
1. Stops Iran from obtaining nuclear weapons.
2. Removes a hostile agent in the region that has funded multiple terror groups in multiple countries in the Middle East and across the globe.
3. Ends constant attacks on Israel or constant planning to fund attacks against Israel and may bring some sort of long lasting peace to the region.
4. Puts a serious dent on Chinese and Russian influence in the area.
5. Stabilizes the middle east economies and removes the threat of Iran blocking the straight of Hormuz, thus affect shipping lanes for the movement of goods and materials (oil)
6. Without Iranian financial backing, it may lead to the eventual dissolution of groups like Hamas, Hezbollah and the Houthis, which may in turn lead to countries like Lebanon and Yemen to stabilize and possibly become more secular.

The hope is that the population rises up and a conducts the coup themselves but I think it will take boots on the ground. Probably a very large contingent of SOF troops and likely some conventional forces as too.

Inside the diplomatic framework it’s about nuclear material with scope creep to ballistic missiles which Iran refuses to talk about.
Outside of diplomatic negotiations it’s about regime change.
