It is. But I am fuzzy how abstentions play into it.

If ten Republicans abstain, is a vote of 60 two-thirds of those voting? I just don't know.

If they bring it to trial I'd imagine so yes.

However, I don't think this ever goes to trial in the Senate particularly if they don't make any moves until after 1/20.

He thinks the Senate cannot act once Trump leaves office.

I don't think that is true. What if the President committed a truly horrible crime on his last day in office, something that was plainly treason.

The only mechanism of punishment would be impeachment and barring him from further office.
