I'll grant health - someone born with a serious congenital defect is not likely to be able to be productive in any way. I believe it is my duty, as a Christian, to help such an individual as much as I can, especially when that person is a member of my community.
As far as being born in to it, no. That is not an excuse. Every individual with an IQ north of 85, provided they have the drive and motivation to not be poor, is capabale of not being in poverty. Whether or not they have those things is not the responsibility of society as a whole - it is the responsibility of their family, their community, and themselves to inculcate the proper behavior.

The thing keeping most people from a middle class or higher life isn't money, its poor life choices. Even a lottery winnings worth of money cannot fix poor life choices.

If you gave the money directly then the pork welfare corporations who benefit would not get graft.
It has nothing to do with poor people.
It has everything to do with politicians regarding their cronies who donate for them.

welfare programs will never lead mass populations out of poverty, because they're created to help consumers engage in consumer behaviors. they are not a tool of increasing wealth in the individual, as the money flows immediately to third parties. essentially welfare is just a way for DEMs to gain political power by buying votes (both at the top and bottom) while acting as nothing more than re-distributive policies (where government workers benefit the most directly and tens of thousands of businesses benefit the rest)
the extreme end of the leftist spectrum now admits this, which is why they're promoting UBS
however, UBS aren't unicorns. when you provide services without stakes, abuse will happen and destroy the services. just look at public schools in bad areas or charity hospital systems (and Medicaid's impact on ERs across the country). if you promote UBS, you have to have strict budgets and harsh regulations

Write cheque to no one. Cut all welfare programs. Take the money saved and buy some cement and steel - start rebuilding sone of the thousands of highways or bridges the U.S. desperately needs. Pay the welfare class to do the work. He’ll pay them buck-ten on the dollar and you’re still probably getting more bang for buck.

The war on poverty has been a booming success. The reason it looks like it hasn’t is because the poverty level is measured by income....and very few of the programs are considered income....housing assistance, food stamps, subsidized childcare, subsidized healthcare etc are all left out of the equation. Poverty as it was known prior to 1960 or so in the US is almost non existent. This is a readily available and well known fact but of course it doesn’t fit the world view of the extreme left or right. The left screams for more and the right claims it’s just a black hole.

Quit paying unwed mothers a dime after their 2nd baby. America’s birthrate in 2017 was at an all time low. But it was because middle to upper class people had a huge drop, while the poorest of Americans had gains in the number of kids their having. Now think about that shite right there. America will not be able to pay for to many more years. Just will be to many takers.

Most of these people are so irresponsible that they can't afford to support themselves, they have kids they can't afford, but we're going to just give them more CASH to spend as they wish....and give them more for every new kid they have?

If you could cut the amount spent in half by giving them cash as opposed to all of these bloated services would it not be the preferred fiscal outcome?
