I feel like I should advance a Mole Man theory here but the truth is a lot duller. With only a few days left before you throw in the new Representatives she's giving folks a chance to "play" Speaker of the House so they can use the image of them sitting up there for campaigns.
Until the ball starts actually rolling on whatever they are going to do this is a lame duck Congress with a lame duck President and a lame duck Senate. Republican or Democrat this is when you reward your loyal minions by letting them pose on the big stage.
Both sides have done this since the start of the Republic and both sides will continue to do so until the very end.
