They won't ratify it as a treaty. They will just add it to the resolution making it a law on the books that Congress cannot set the tax rate below 15%. That will be enough to fill the spirit of the international agreement.

A Global tax is just words with no action.
The large corporations will continue to hire an army of tax attorneys and will continue to pay zero taxes.
It doesn’t matter what the corporate tax rate is as long as there are thousands of pages of write offs, exemptions, and loopholes the big corporations will pay nothing.
Now the small businesses will get hammered by the higher taxes as this is a ploy to shut them down and remove small businesses ability to compete.
The large corporations will continue to hire an army of tax attorneys and will continue to pay zero taxes.
