I don't think you can get a penalty unless the ball is in play.

Well in the Suarez situation the may have still been in play technically when the "foul" occurred but there was 0% he could have ever gotten to it.

And if the ball was actually put on frame it would have hit Navas and there definitely would have been no foul called
I get it's a slippery slope but in this instance Suarez was basically rewarded for kicking the ball into the side netting

No. Maybe "dive" wasn't the correct term. A dive implies that there was no foul and the person is simply acting like there was a foul. Do you believe that drawing a foul and diving are synonymous? Is Suarez obligated to try to avoid contact from Navas by jumping over him?
That being said, let's talk about this:

If the contact was made in an effort by both players to get the ball in many situations that is a foul. Suarez was going head over heels before Navas hit him and the ball was basically out already. In this case Navas made contact because he couldn't do anything differently....and if Suarez would have played the ball with any sanity it would have went out and most likely no contact would have been made.

Ah no...but if you dive and your momentum basically carries you into the defender that is not a foul.
What happened between Suarez and Navas, at worst, should have been a no call. Instead a penalty was awarded...that was dumb.

Slow down the speed to 0.25. I didn't notice this before but it looks like Navas's cleat catches Suarez's right shin toward the top. Probably a graze and nothing to cry about, but maybe enough to throw him off balance (along with the hand hitting the same leg).
I may be wrong about him starting the "dive" before contact made, after watching the replay several times. I do believe his sole intention was to draw a foul and the manner in which he fell was not natural and a typical "dive" fashion. You see his left leg go limp after contact was made to his right leg, which is done to exacerbate the fall...this disgusts me when players do it.
BUT, contact was made one way or the other. Navas deserves some of the blame for the way he challenged the ball and leaving it up to the ref, who didn't have the best angle to make the call. Is this kind of thing even eligible for VR?

Watching live it was clear Navas made some contact, but to award a penalty right there was bullshite.
