If it is systemic, then aren't Gulati, Klinsmann, and Arena partially responsible, especially the latter two, whose job it is to set up the team to succeed? Klinsmann loved playing players out of position for some god awful reason. Then you say that the team was entitled after 2014 WC, when maybe the reason they were slightly entitled was because Klinsmann was remaining the coach, and he was known to play favorites (i.e. not calling in Feilhaber because of Benny's issues with Beckerman).
The blame here is multifaceted. Let's not pretend that it isn't.

We waited too long. Klinsmann should never have been given the second cycle.

How can you blame anyone other than the players for finishing 5th or 6th competing with the following countries:
Mexico
Costa Rica
Honduras
Trinidad and Tobago
Panama
USA
If you cant will yourself to win enough to finish top 4 in that then you derve to be ridiculed.

There's no one answer.
I think our lack of talent in the 24-28 range is a big part of the problem. That should be the core of the team, but the crop of talent in that range is pretty barren for us, and it has become a huge problem. You can't have that many bad development years without having a major problem.
Guys 29 and older are a big part of our current team, and how many of them are realistically gonna still be national team caliber in 2022? Probably only a few.
My thinking is we might as well start the painful rebuild now and try to usher in as many of the 24 and younger players as we can. Those are the guys that will be the core of our team going forward for the next two cycles. Not saying we should jettison all the older guys in one go, but we need to think about the future. We can't rely on 32+ year olds to get us through qualifying next time, much less the actual World Cup.

The full national team is not a developmental program, we shouldn't be shoehorning players into important matches based on age. They need to realize their potential at the club level and earn that call-up.

We don't play any important games until Gold Cup 2019 now, so there's no reason to not give deserving young guys (like Horvath, Hernandez, Adams, McKennie, etc.) at least one call-up in a meaningless friendly or two to see how they do. We have nothing to lose and everything to gain by doing so.
I'm not saying hand out call-ups to undeserving young guys for the hell of it, but it would be very stupid of us not to inject some new blood into the team over the next 20-ish months. Find out which young guys could potentially handle qualifying from those that can't. Our current crop of 25 and older players clearly isn't getting the job done. Let's push them for their spots.

The talent gap in the region closed dramatically (thanks to the growth of MLS) and the entitlement of our players, who were able to become high-paid stars without going to Europe, continued to grow (also thanks to the growth of MLS.)
