It's hanging out, eating and drinking. I didn't realize cornhole was the deciding factor, I didn't see it in the FIFA announcement.

But what are they going to, police the NRG parking lot and have debates over what "tailgating" actually is?

When I lived in Marseille, there wasn’t really tailgating outside of the games, but there were Arab dudes set up with their street grills selling various forms of sausage/baguette sandwich.

In fairness you didn’t, OP and similar reports of a blanket ban were BS. FIFA confirmed today it’s up to the sites/cities

But even if you want that experience, the overwhelming majority of stadium lots won’t actually be in service. FIFA is using them for broadcast / media infrastructure, fan villages, and sponsor areas. Of the few still in service, many are within formal security perimeters that will entail car searches. And the people who manage to score such passes will be biased against being tailgating professionals

Having been to the Velodrome numerous times (qui ne saute pas n'est pas Marseillais), can confirm that there isn’t. The few lots in proximity are almost all reserved and not public, as is the overwhelming case around first division stadiums in Western Europe. Public lots cap at a few thousand spots and those are rare. They’re usually not even close to full because most people bus, light rail, or walk. Car-based socializing has no place in their culture. Even if it did, in most European countries there’s also the whole grill/open flame in proximity to stadiums ban thing, with few exceptions. Germany is really it because they can get by with small grills for sausages, and it’s mostly just Dortmund and Munich because of their lot sizes

Bars/pubs/piazzas, vendor food, and rioting with ultras are great pre-game activities. But they’re not tailgating
