Yes. From AS Roma's point of view, this frees extra money to sign Mattia Destro who Zeman/Sabatini have wanted from the get go and obviously feel has higher ceiling than Borini.
Destro can play both centrally when Osvaldo doesn't but also has the technical skill and pace to play off Osvaldo in a wider role.
The €13.4 + €1 million bonus fee is a good amount of cash for a player of Borini's skill set and experience. It's clear that Rodgers wanted him at Liverpool badly.
I think it's a good deal for both clubs. Borini struggled later in the second half of the season when defenders closed him down more tightly and he was asked to create more for himself. However, he can help Liverpool a lot by working hard and having a nose for cleaning up and finishing in the box.
Borini wasn't going to beat out Bojan or Lamela (or Totti) for lots of starts at Roma. So, while it would be great to have players like Borini for high quality depth, Roma just isn't at the financial level of a Man City to not spread spending more toward weak areas and stockpile young wingers. There's also already a handful of promising young prospects only a year or so behind Borini.
Borini would have played a lot of minutes but it seems clear that Zeman's first choice trident was going to be:
Bojan and Lamela wide and Osvaldo central with Totti's minutes coming more at the expense of one of the wides to play off Osvaldo.
Borriello is most likely gone on loan again since it's hard to justify his €5 Million salary to start 5 or so matches and make a handful of sub appearances. Destro's arrival will make that loan move safer in case Osvaldo misses any time.

I like Borini, but I really like Destro. I can't see this as anything but a good move.
Interested to see how the back four shapes up. That's the biggest issue that needs to be addressed.

AS Roma friendly today in Vienna vs Rapid Vienna at 1:30 EST

Here's the probable Roma lineup to start:

Lobont;
Rosi, Burdisso, Heinze, Taddei;
Florenzi, Bradley, Marquinho,
Lamela, Totti, Osvaldo.
The team had a tough training session this morning before flying to Austria. It seems that Zeman is using these early friendlies more for conditioning by putting the players through a full day's work before the match starts and not really much tactics just run and attack as much as possible.
Terrance Boyd is supposed to be in the lineup for Rapid.

Boyd just scored an amazing bicycle kick! Sure people will have it on youtube but the amazing thing is that he first hit the post on an even more impressive bicycle kick off of a cross from the corner then a teammate shot the rebound on goal and then Boyd scored on a second consecutive off Lobont's save.
It's 1-1
Match is a bit spread out, chaotic Bradley's playing mediano since De Rossi is still on vacation.
Pjanic had the goal for Roma on a nice shot off an interception pressing Rapid trying to play the ball out of the box.

Wow, just watched the first half highlights.. Mothafrickin Boyd!
The first bicycle was amazing even though it bounced off the crossbar, and then the second scored right into the bottom corner... Not to mention he had another great turn and shoot earlier.
