Exchange Netherlands and England and I'd agree with most of that. Netherlands should not be in the top pile, especially given their current form.
England doesn't get enough credit with most fans outside Europe. This probably has more to do with a romantic notion of footie being a joy to watch that is a pretty recent idea and coincided with the expansion of footie in the "cable TV" years. Until recently this was a very "Un-european" concept (Dutch and Danish teams in the 70s and 80s being exceptions). Spain failed magnificently at major tournaments until the late 2000s. England have never been super fancy as far as I remember. They've always performed well in qualifiers but their big tournament mentality has let them down.

US would probably be a Pot 4 team in UEFA qualifiers.
