As you can see though, your laptop and desktop ARE in the same network...

But yes my tv is connected to the same network as my desktop and laptop. Firewalls are turned off. I have no idea why it's not connecting. I read all the damn PLEX forumns and nothing works. But when I connect both my laptop and TV to another network (my cellphone hotspot) it works fine. That's why I thought all my devices were somehow not connected to the same network.

I'm gonna guess your router firewall is blocking port 32400, that plex uses. Even if the windows firewall is off, the router firewall is blocking that traffic.

The router isn't blocking traffic from one lan device to another device on the same lan.

I'd bet on Windows firewall or an internet security suite.
