Wife and 2 kids under 3. Which is best looking for good balance between cost, quiet, and nice water/beach

I agree with the Navarre suggestion.
Next would be Perdido Key.

You can give up now if you think you will get anything low cost.

We have been going to perdido key the past few years. We stay at indigo. Short walk to pool and beach from the condo so it’s easy with our young kids

Yeah navarre but Pensacola and Perdido Key aren't far behind depending on where you go.

As said OP, I'm not sure if you are talking about 2021 spring or summer you should be picky as its busy everywhere and options are limited.

Additionally, but are you sure you want just a quiet beach and nothing else with 2 kids under 3? Navarre is great for just the beach, but there's almost nothing else to do.

Pensacola has more things for kids to do than Navarre

At that age I cant imagine they would demand much more that a nice quiet beach and a bucket. Id rent a house in Ft Morgan on the water. Your own private beach just down the stairs with same water as the rest.

What's the best place to search for this? Airbnb?

Only thing with Pensacola is until they get the 3 mile bridge opened, getting there could add anywhere from 30-90 minutes to your trip. Was supposed to open March 22nd but now it may be open for Memorial Day.

Eden in Perdido Key has a huge pool with waterfalls. It's also on the more secluded area of the beach.

Agreed. I rented houses at Ft. Morgan for years. When you couldn't take a step at Gulf Shores and Orange Beach without touching a stranger, you'd have 25 yards AT LEAST, between you and the next family at Ft. Morgan. Quiet, no drunk teenagers, and dogs are allowed(not that you'll see many).

VRBO, and several rental agencies manage properties out there. Google houses for rent, Ft. Morgan.

We have a 4 and 3 year old. We have been going to the beach club on Ft Morgan road for the last couple of years. We love it. Never have to leave the property if you don't want to
