I'm not a marine scientist or anything, so I don't know exactly how sargassum spreads (though this article in the Times-Picayune is worth reading).
But I do know that, in the Dominican Republic, there's tons of sargassum right now on the east coast and basically none on the south coast. Look at this map. I can tell you for a fact that the Hilton La Romana hasn't had any sargassum at all this year.
Edit: Again, I was at the Hilton, but I went out in a boat that passed other resorts in the Playa Bayahibe to Playa Dominicus area, including the Viva Wyndham, Iberostar, and Dreams Dominicus; and there was no seaweed at any of them.

It floats in from the tide, so I'd assume if you are on an island or otherwise in an area with beaches that face multiple directions than some parts of the island/ area would be more or less prone then others.

There’s a good bit at Bavaro Beach but the floating barrier keeps most of it away from the beach. They have a tractor that drives by every 10 or so minutes and scrapes up whatever washes ashore. All in all it’s not too bothersome.

Exactly what you want to see while relaxing on the beach while on vacation is a tractor driving by every 10 minutes!

Meh, I’m not bothered by things like I was in my younger days. It’s not like they’re doing construction. They’re trying their best to make the beach the best that they can given what Mother Nature has thrown at them. It’s not their fault the seaweed is plentiful. So I can bitch about the tractors or bitch about the seaweed. So I appreciate the hard work. And after taking a walk past all the resorts, it’s clearly evident they are really doing great work on it. Seaweed is 4’ high and 10’ wide where they don’t scrape it.
