Where to stay in DC?

We will arrive in DC on a Thursday via train from NY. We will depart BWI at 0623 Saturday AM. Better to stay near BWI and take the train to DC for daytime activities (Thursday and Friday) or stay near union station in DC? Is that rail line safe and reliable?

The good news...you will be able to get to BWI without traffic as it is one of the few times that traffic is light in DC.
I would not personally stay near Union Station...Chinatown or Metro Center have many more options and cheaper. Also, cheaper than Georgetown and other areas.
Avoid Greenbelt or New Carolton if that is what you are thinking.
Personally to save some money, I would stay in either Alexandria or Crystal City. If you stay in Alexandria you will be able to hop on the beltway on Saturday morning and get to BWI.

Stay in Old Town Alexandria. It's basically a safe version of the Garden District in New Orleans with Metro access, good restaurants, bars and generally good to hang in when not doing tourist things.

We stayed at a Doubletree at BWI. They have an airport shuttle and they will also take you to the train station to go into DC. Nice hotel, airline crews stay there.

Last time I was in DC purely as a tourist, I stayed at the Hyatt Place just south of the Air and Space Museum. I liked being close to the Mall but away from some of the craziness.

Took the family to DC this past Feb. We stayed at the Hilton on the Wharf right behind the Spy Museum. The wharf has shops and restaurants and a quick Uber gets you to the Mall/Monuments.

I stayed at the Capitol Hill Hotel. One block from the capitol and all. Had breakfast but no bar, several restaurants located around it however

The Willard.
Beautiful and historic old hotel a half block from the side of the White House. Most major sites and many excellent restaurants within walking distance.

You're the kind of guy that has never traveled outside his own county.

Washington D.C. with the best collection of museums in the world, tons of historical sites, great restaurants, interesting architecture, lots of cultural events, and one of the best subways is a real shithole? Your taste sucks.

Yeah, doubtful considering DC is cleaner than most major cities.

When my sister was in grad school at Georgetown (and after), she lived in Adams Morgan. Quite a few hotels in that area and a lot of great neighborhood bars and restaurants.

There are plenty of nice hotels around the Capitol, White House, and Mall. Those areas are also clean and safe compared to other major cities.

You definitely stayed in the wrong part of town.

We just had a superb experience at the Conrad. If your budget allows, I would definitely stay there.
