Most landscaping companies offer a free consultation. Maybe meet with them and use them for some larger material for a proposed install and you can follow up with smaller stuff yourself

The landscape fabric is expensive, a pain to install, it eventually reduces the amount of water that gets to the plants roots as it gets clogged up. Weed seeds will eventually germinate in the rotting organic matter on top that won’t penetrate it and render it a waste of time and money

Stay away from the landscape fabric unless it is underneath rocks. The weed stopper followed by additional garden soil and then mulch is the better move. Cardboard works but is a pia. Shi Shi’s get 5ft or taller so those won’t work. You can try dwarf Encore azaleas but they require more maintenance

Residential backflows are regulated by local water systems. They are supposed to be inspected yearly as well. The state inspects the systems. There is no regulation of private water wells that I am aware of.

Backflows are supposed to be inspected yearly according to state law. A backflow prevention specialist is certified to do this. Most people only do it if their water company enforces it. Just like everything else, the state of Louisiana is only concerned about collecting fees. They don’t enforce the law

Felco pruners are pretty nice but Okatsune is the goat. Japanese hand tools are superior and their steel is amazing. I pair them with a Felco leather pouch. (It looks like AM Leonard is sold out of the larger size)
