Seems like Algiers, Gentilly, Mid-City, etc. can be their own cities.

Would’ve thought for sure Ascension Parish would be in the top 10 population wise.

Livingston is a town in Livingston Parish. The town has a population of 1880 people. The parish has a population of 140,524.
Orleans Parish and the City of New Orleans both have populations of 391,249. They are one in the same.
I don't believe this arrangement exists anywhere else except for New Orleans.

Tell me more because both have the same population.

The boundaries of Orleans Parish are coterminous with the boundaries of the City of New Orleans. I do not believe there are any other parishes in Louisiana in which one city shares the same boundaries as the entire parish.

I wonder if there is a political or legal reason for this.

Orleans Parish and New Orleans are synonymous. Do people really not know that? The city limits of New Orleans is the entire Parish.
Like Jacksonville, Florida.

These are neighborhoods. There are no cities not named New Orleans in Orleans Parish.
All of New Orleans is all of Orleans Parish
Every address in Orleans Parish is New Orleans

I knew it but never talked about it and never understood why. I've just accepted it.
