It might get a few that would have voted for dems but were disillusioned, to show up and vote. I doubt a lot will go vote though. Maybe, they are trying to buy some vote stealers.

I doubt it alone changes many votes. Now combine that with worsening inflation and it might. But not the way they hoped for.
